Background information
Opening of the Faculty of Law in 1997 was a significant step in the development of legal science and education. In 2000, in order to improve the structure of the university and the level of students’ training at the Faculty of Law, the Department of Civil Law and Criminal Law and Criminalistics was reorganized. As a result, the Department of Theory and History of State and Law was established. The first Head of the Department was Alexander Pugachev, PhD in Law. Since 2015, the Department has been headed by Dmitry Shcherbik, PhD in Law.
The Department carries out training in «Jurisprudence» in accordance with the basic curriculum.
Besides, the Department trains students in the disciplines of specialization: Public Service in the Republic of Belarus; European law; electoral law; tax law; Legal and Institutional Bases of Governance of the Republic of Belarus; social security law; law-making process; judiciary and constitutional law and process.
The Department pays special attention to the improvement of the educational process and the use of innovative teaching technics. All the main disciplines are provided with teaching materials of high-quality (more than 20 books).
Moreover, the Department carries out training for the 2nd degree of higher education (Master’s level): 1-24 81 02 «Legal support of public authority» (degree: MA in Law). The department has disciplines read in the preparation of masters in the specialty 1- 24 80 01 «Jurisprudence».
The first lecturers of the Department, especially A. Pugachev, I. Burakov, D. Solotsky, O. Stankevich, laid the groundwork for scientific and professional development of the department, its active work with students and graduates. In addition to them from 2000 to 2017 the following lecturers took part in the chair's work: O. Andreeva, S. Artemyev, N. Besetskaya, I. Vegera, D. Zakrevskaya, T. Ivanova, T. Bobrova, T. Kovalchuk, V. Kozlovskaya, O. Kolodynskaya, E. Kotenkov, V. Labonok, N. Osokina, T. Pugacheva, M. Prokopovich, N. Rakhanova, N. Svirkovich, S. Fesina, O. Fomina.
In total, there are 11 highly skilled lecturers. Among them there are 2 Candidates of Legal Sciences, one Candidate of Historical Sciences and 7 lecturers with Master’s Degree in Law. Furthermore, there is a Doctor of Jurisprudence, prof. D. Demichev at the Department.
The Department offers practical training in courts, prosecutor's office, internal affairs agencies, local government, customs and tax authorities, notary offices, enterprises’ legal services and other organizations.
