On October 17th, 2019 an international seminar “Constitutional Law in the Context of International Law” took place in Minsk. The organizers were the Constitutional Court of the Republic of Belarus and the German Foundation for International Legal Cooperation. The participants of the Faculty of Law at PSU were the Senior Lecturers of the Department of Theory and History of State and Law: PhD in Law I. Shakhnovskaya and MA in Law P. Solovyov.

The seminar consisted of several sessions, during which the leading Belarusian and German scientists in the sphere of constitutional and international law gave their presentations. Among the questions discussed were the problematic aspects of interrelation and mutual influence between the national constitution justice and international law. Besides, they discussed the role of the constitutional court while interpreting and applying international law as well as international law during the constitutional review.

The representatives of the Constitutional Court of the Republic of Belarus were N. Karpovich (Deputy Chairwoman of the Constitutional Court), S. Chigrinov (Judge of the Constitutional Court), A. Bodak (Judge of the Constitutional Court). Among the German guests were Dr. Matthias Hartwig (Professor of the Max Planck Institute for Comparative Public Law and International Law) and Dr. Michael Eichberger (Professor, retired Judge of the Federal Constitutional Court of Germany).

During the seminar the participants:

  • exchanged the Belarusian and German experience in the forming law enforcement activity of constitutional justice bodies;
  • examined the issues of forming and preserving the national constitution identity in terms of globalization and integration;
  • discussed disputable issues concerning inconsistency in international contracts, documents of the bodies of international organizations and supranational constitution acts.

PSU lecturers I. Shakhnovskaya and P. Solovyov discussed the further collaboration between Faculty of Law at PSU and the Constitutional Court of the Republic of Belarus. That presupposes student / academic staff internships. The acquired theoretical and practical knowledge will be used to organize the faculty students’ research work and teach law disciplines.
