ICT – 2018: Achievements, Problems, Innovations

On June 14-15, 2018, I International Scientific and Practical Conference “Information and Communication Technologies: Achievements, Problems Innovations (ICT-2018)” was held at Polotsk State University. The conference organized by the Faculty of Information Technologies was dedicated to two anniversaries: PSU 50^th anniversary and the 10th anniversary of the Faculty of Information Technologies.

Researchers and practitioners from Belarus, Russia, Ukraine, Latvia, Uzbekistan and Grand Duchy of Luxembourg took part in the conference. 108 articles were published in a collection of conference materials. The authors of which were representatives of the following organizations:

The program of the conference included plenary and section meetings, master classes and workshops.

Dmitry Glukhov, Vice-Chairman of the Organizing Committee, Vice-Rector for Science at PSU, PhD in Engineering and Stepan Ekhilevsky, Vice-Chairman of the Program Committee, Dean of the Faculty of Information Technologies, Doctor of Science in Engineering opened the forum with welcoming words.

Yury Golubev, a Member of the Organizing Committee of the conference, Vice-Rector for Academic Affairs at PSU, PhD in Engineering; Aleksander Golubenok, First Deputy Chairman of the Novopolotsk City Executive Committee; Andrey Korobkov, Head of the Production Office “Vitebskgas” welcomed the participants of the plenary meeting.

The plenary reports were on the issues of the rapidly developing areas of modern information technologies:

The participants of the conference and the students of the Faculty of Information Technologies took part in the interactive master classes and workshops:

• Master class in solving the problems of resource allocation optimization (Victor V. Kurlov, PhD in Engineering, Associate Professor at the Department of Innovation and Integrated Quality Systems at St. Petersburg State University of Aerospace Instrumentation);

• A workshop in creation of software products of virtual and augmented reality (Alexey A. Ananenko, Ilya A. Korsak, Igor M. Perelygin, the 4th-year students of the Faculty of Information Technology);

• Master class in Mobile Technologies (Vladimir O. Trapeznikov, Assistant at the Department of Software Engineering; Alexander O. Lukyanov, Assistant at the Department of Computing Systems and Networks);

• Master class in Bases of Robotics (Valery M. Chertkov, Senior Lecturer at the Department of Radio Electronics, Master of Engineering);

• Master class in 3D-Modeling (Artem V. Tsubanov, Engineer at IT Centre);

The participants of the conference learned about the history of Polotsk Jesuit College with great interest, visited Tourist Information Centre at PSU, the campus in Mezhdurechye, Saint Euphrosyne Monastery and Saint Sophia Cathedral.

The results of the newest scientific research in the sphere of information and communication and Internet technologies were presented at the conference. Participants’ high professional level provided a unique opportunity for beneficial and fruitful work.

Victor V. Kurlov, Associate Professor at the Department of Innovation and Integrated Quality Systems at St. Petersburg State University of Aerospace Instrumentation, PhD in Engineering, Russia:

– I am a representative of St. Petersburg State University of Aerospace Instrumentation. It was a great pleasure to accept the invitation of the Faculty of Information Technologies at PSU to take part in the conference connected with Information and Communication Technologies, especially with the Innovations that are actively represented here. We have already been communicating with the Faculty of Information Technologies more than 5 years; they respond to our invitations and come to us with pleasure too. In my opinion, this style of communication, sometimes even informal – during the coffee breaks – makes it possible to unite people interested in solving certain scientific problems and develop effective, even optimal, ways of solving these problems and issues.

Mikhail L. Kheifets, Deputy Academician-Secretary at the Department of Physical Engineering Sciences of the National Academy of Sciences of Belarus, Doctor of Science in Engineering:

– To begin with, I would like to notice that the Faculty of Information Technologies celebrates its 10th anniversary together with PSU 50^th anniversary, and I realize that this is the youngest and most rapidly developing faculty. I am no longer a permanent employee at PSU, but I don’t interrupt communication: I manage the branch of the department at the neighbouring faculty and maintain close relations with the Faculty of Information Technologies. Why do we maintain these relations? The main reason for this is your students who later become our master’s students. It’s amazing that you cooperate with both the National Academy of Sciences and industry and your graduates can do both scientific and production activities. The level of personnel training in Polotsk is very high and, without any doubt, competitive outside the Republic. It is especially pleasant that the 1^st Conference on Information and Communication Technologies has become a part of both PSU and the Faculty anniversaries. I would like to note that this is the 1^st experience, and we still have perspectives for growth. But the most important thing is that the representatives of academic, theoretical and industrial sciences gather together within the walls of the oldest educational institution and they are looking for the ways of further joint work for the good of our country, because today we are creating Belarus as an intellectual country.

Boris B. Khina, Chief Researcher of the Laboratory of Thin Film Physics at the Physical-Technical Institute of the “National Academy of Sciences of Belarus, Doctor of Physical and Mathematical Sciences”, Doctor of Sciences in Physics and Mathematics, Belarus:

– I am happy to share my impressions of the Conference. I really enjoyed it. To start with, the format of the Conference was unusual and interesting: the cultural program and the acquaintance with the University were on the first day, and the meetings and talks began only on the second day. I like the fact that Polotsk State University, probably, is the only university in Belarus, which has such a long history and deep-rooted traditions. BNTU was founded in 1920 and the 95^th anniversary was celebrated a while ago, and Polotsk State University began its history as a Jesuit College in 1581. One can argue about the date, of course, history is not a precise science, but the fact that the University keeps up the traditions is very important in two respects. Firstly, it is the lecturers’ authority strengthening in the eyes of students. Secondly, it is the university authority strengthening in the eyes of official bodies. I have very positive impression of the Faculty of Information Technologies. It’s good that such a wide range of research, related to the development of both information technologies and its connection with the tasks which appear in science and technology, is carried out at the Faculty. And, in particular, I would say: nowadays information technologies are an essential part of human life.
