Biography

In 1964, Vladimir Lipskii graduated from the Kaliningrad Institute of Fishing Industry and Fisheries with a degree in "Mechanical Engineering Technology, Metal-Cutting Machines and Tools". After graduation, he worked at the institute until 1968, serving consecutively as an assistant at the Department of Descriptive Geometry and Graphics, secretary of the Kaliningrad City Committee of Komsomol, and an assistant at the Department of Theoretical Mechanics. In 1968, he entered postgraduate course at the Shipbuilding Faculty of the Kaliningrad Institute of Fishing Industry and Fisheries, specializing in "Ship Theory". In 1973, he successfully defended his PhD thesis on the topic: "Air breakthrough to bodies intersecting the free surface".
In 1974, he began working at Novopolotsk Polytechnic Institute as a senior lecturer in the Department of Mechanical Engineering Technology and Metal Technology. In 1976, he started teaching hydrodynamic disciplines as an associate professor. In March 1993, he was elected Head of the Department of Mechanical Engineering Technology and Metal Technology. From 1988 to 1998, he served as Vice-Rector for Science.
In 2010, he defended his doctoral dissertation on the topic: "Protection of water bodies during emergency oil spills on oil pipelines." Under his guidance and with his support, seven Candidate dissertations were prepared and defended by staff of the department and the research laboratory he headed – three of them under his direct supervision. He was actively engaged in public activities and played a key organizational role in strengthening ties between the university and industry.
He served as Deputy Chairman of the National Technical Committee for Standardization “Main Pipeline Transport of Oil, Gas, and Petroleum Products,” and as Deputy Chairman of the Interdepartmental Council on Main Pipeline Transport under the Department of State Industrial Supervision of the Ministry for Emergency Situations of the Republic of Belarus. He was a member of the Educational and Methodological Association of Higher Education Institutions of the Republic of Belarus. Within this organization, he chaired the Section on Pipeline Transport in the Construction Specialties division. He also contributed significantly to the field of Environmental Education – serving as Deputy Head of the Scientific and Methodological Council for Continuous Environmental Education, Chairman of the Section on Environmental Education for Non-Core Institutions, and a member of the section for the specialty Geoecology.

Vladimir Lipskii has published over 200 scientific works, including 3 monographs, 50 patents and inventor’s certificates, and four educational and methodological complexes.
