In February of 2020, a contest for cluster initiatives and already operating clusters in Belarus was set within the project “Belarus Cluster System Implementation”. The project is financed by the Ministry of Foreign Affairs of the Republic of Poland and realized by Podlaska Regional Development Foundation (Poland) in cooperation with Business Union of Entrepreneurs and Employers Named After Professor M.S. Kunyavsky and Entrepreneurship Development Board. Thirteen applications were sent for the contest. Three projects have become the winners, including Polotsk State University with the project “Development and Implementation of a Website of Novopolotsk Innovative and Industrial Petrochemical Cluster in the Form of Cross-Organizational Information System”.


Agreement on creating Novopolotsk Innovative and Industrial Petrochemical Cluster was signed between Novopolotsk City Executive Committee, JSC «Naftan» and PSU on October 27, 2017.

Throughout this project, we will create an environment generating pioneering initiatives, widen the connections between the participants of the cluster, attract small and medium business entities into the cluster. It will help Novopolotsk and regional enterprises to gain trained personnel, extra income, new products and investments. Educational institutions will increase the amount of research funding, develop scientific potential and attract talented youth. The benefits for the executive branch are as follows: to increase cross regional product, innovation activities in the city and extra income, to create new workplaces, to improve welfare of people human capital assets, to develop small and medium business, to reduce an outflow of city’s financial resources.
