On January 18, 2019, Regional Educational, Scientific and Practical Law Centre at Polotsk State University held the International Scientific and Practical seminar “Energy Supply and Energy Saving: Legal, Economic and Environmental Aspects”.
One of the seminar’s peculiar features is its interdisciplinary basis. Besides, the issues concerning energy supply and energy saving are discussed not only by the academic community representatives but also by practically experienced people.
The following issues were discussed during the seminar:
- Energy supply agreement;
- Ensuring the environmental safety in the spheres of production, transferring and consumption of resources;
- Current issues of clusters nurturing and development, taking into account energy sphere;
- Criminological aspects of crimes prevention in the sphere of energy.
The topics of the following papers were of great importance:

- “Legal Support of Environmental Safety when Using Energy Resources During Transport Activities” (Natalia Shingel, PhD in Law, Associate Professor and O. A. Khotko, PhD in Law, Associate Professor, Belarusian State University);
- “Legal Support of Environmental Safety when Using Inexhaustible Energy Sources” (Yevgeny Vankovich, PhD in Law, Associate Professor, Belarusian State University);
- “Legal Framework of Nurturing Energy Clusters in EEU”(Natalia Besetskaya, PhD in Law, Associate Professor, Polotsk State University);
- “Legal Regulation of Clusters Nurturing and Activity in Belarus: Problems of the Legislation and Overview of Practices (Using the Example of Novopolotsk Petrochemical Cluster)” (Vladimir Bogonenko, PhD in Law, Associate Professor, Polotsk State University);
- “Legal Regulation of Energy Relationship on Legislation of the Republic of Uzbekistan” (N. F. Imomov, Doctor of Law, Head of the Department of Civil Law at Tashkent State University of Law, Uzbekistan);
- “Legal and Organizational Aspects of Rail Transportation of Liquefied Gas to the Republic of Belarus” (V. A. Stepanov, Master in Law, Legal Counsel at the Republican Unitary Enterprise of Transportation and Supply of Transportation and Supply of Liquefied Petroleum Gas).
Besides, some other directions were represented among the articles of legal character:
- “Ecological Aspects of Transportation of Substances Containing Hydrocarbon” (Vladimir Lipsky, Doctor of Engineering, Professor, Lyudmila Spiridyonok, PhD in Engineering, Aleksey Voronin, Master in Engineering, Senior Lecturer, representatives of the Department of Pipeline Transport and Hydraulics at Polotsk State University);
- “Ecoinnovations in Transport and Energy as a Way of Solving the Problems of Climate Changing” (E. A. Semak, PhD in Economics, Associate Professor at the Department of International Economic Relations at Belarusian State University, Faculty of International Relations, M. A. Zelenovsky, master’s student at Higher School of Economics, Russia);
- “Windfall Revenues and Cross-Subsidization in Energy Sector” (Vladimir Pitolin, PhD in Engineering, Associate Professor at the Department of Power Engineering and Electronics at Polotsk State University).
It should be noted that the seminar allowed to test the research work made by A. I. Malinovskaya and A. S. Valevko, postgraduate students and junior researchers of Polotsk State University.
The most intense debates took place concerning the topic of clusters nurturing among:
- Vladimir Khomich, Doctor of Law, Professor (state institution “Scientific and Practical Centre for Problems of Reinforcing Law and Order of the Prosecutor General’s Office of the Republic of Belarus);
- Dmitry Antonovich, Head of the Department of Power Engineering and Electronics at PSU;
- Tatiana Goncharova, Head of the Scientific Research Department at PSU;
- Alexander Golubyonok, Chairman of the Board of Trustees of the Local Fund to Support Science, Education and Entrepreneurship “Novy Polotsk”.
The seminar organized by the Department of Civil Law is a scientific and practical event, which is still developing. Nevertheless, the increasing number of papers and people participating in the seminar proves that it has good prospects. The results of the seminar will be published in the section “Energy Law” in «Vestnik of PSU» journal (Part D. Economic and Law Sciences).
